[SciPy-dev] broyden methods commited

Hi,

I just commited the broyden scheme methods:

it's in the module optimize, together with tests, that run fine.
Documentation is in the form of docstrings. Please tell me if it is
understandable, or I should work a little more on it.

If it is ok, then the next step for me will be to look at the
differential evolution codes and commit the better one into scipy.
