Apologies. That was a typo in my email. I had tried it with 
  --compiler=mingw32
as well as
  --compiler=cygwin
with identical results. The problem still remains. In fact, after creating a 
distutils.cfg file with

[build]
compiler=mingw32

I can compile other extensions and load them with
     python setup.py build
but numpy fails.
